Cannabis License Renewal Calendar and Readiness Worksheet: Illinois 45-Day Filing, Missouri 90-to-30-Day Window, and the Records to Reconcile First
Work backward from expiration. Illinois supply-side licenses renew annually, with applications due at least 45 days before expiration and operations required to stop if a license lapses. Missouri accepts renewal requests 90 to 30 days before expiration. Reconcile ownership, premises, reports, and good standing before filing.
Why renewal needs its own calendar
Licenses are lost through calendars as well as violations: a missed deadline, an unpaid fee, a report not filed. For a cannabis business, the license is the business, and Illinois rules require a supply-side licensee whose license lapses to stop operating until it is renewed. Build your own calendar rather than relying on the regulator’s reminder. Illinois sends written notice at least 90 days before expiration but states that failing to receive it does not excuse a late renewal.
Build the calendar
- Record, for each license, the expiration date, the earliest and latest filing dates, the regulator’s deadline, and an earlier internal readiness date.
- Set internal reminders at 180, 120, 90, 60, and 30 days and assign one owner per license.
- Track local licenses, business licenses, occupancy and health permits, and agent credential expirations separately from the state license.
- Verify the current renewal fee and payment method from the regulator before finalizing the package, including any 2026 fee waivers.
Reconcile the regulator’s record
- Compare the current cap table, organizational chart, managers, officers, and controlling interests with the regulator’s records.
- Compare the licensed premises, floor plan, secure areas, cameras, storage, and production areas with the approved records.
- File any ownership, location, or facility change through its own change process, not inside the renewal, and record its effect on renewal.
- Keep a running log of changes during the term so none is discovered for the first time at renewal.
Clear blockers early
- Confirm tax filings and payments with finance, because Illinois will not renew some licenses while state taxes are delinquent.
- Confirm the license is not suspended or revoked and record the status of every notice of violation, corrective action, and regulator request.
- Prepare the diversity report and, where required, the environmental impact report that Illinois supply-side renewals require.
- Confirm the facility still operates under its approved plans and approved amendments.
File and follow through
- Assign a reviewer to each section of the application and compare answers with the prior application and amendments.
- In Missouri, file with the fee no earlier than 90 days and no later than 30 days before expiration, because a request is received only when both arrive.
- Preserve the filed application, attachments, certifications, fee receipt, and portal confirmation in a read-only file.
- Check the renewed license for entity, location, type, conditions, and expiration date, and schedule the next cycle at once.
Illinois supply-side renewals
Craft grower and infuser licenses expire annually on the date they were issued, and the renewal application and fee are due at least 45 calendar days before the existing license expires. The Department sends written notice at least 90 days before expiration, but failing to receive the form does not excuse the licensee. The Department grants renewal within 45 days if the licensee has not had its license suspended or revoked for violations, continues to operate under its approved plans and amendments, and submits the required agent, employee, contracting, and subcontracting diversity report and the environmental impact report. A licensee that fails to renew before expiration must cease operations until the license is renewed, and the Department may review compliance history and deny renewal based on it (8 Ill. Adm. Code 1300.320, 1300.420).
Transporter licenses renew annually on similar conditions, with 90 days’ notice from the Department, a diversity report, and no renewal while the applicant is delinquent in state tax filings or amounts owed. A transporter whose license lapses must stop operating, and operating after expiration is subject to the enforcement rules (8 Ill. Adm. Code 1300.550).
The online rule text lists renewal fees. The Department’s Spring 2026 bulletin reports that craft grower and infuser renewal fees are $0 for the next two cycles, beginning with licenses expiring May 31, 2026, and that past-due fees must still be paid. Confirm the amount due for your cycle with the Department before filing. Cultivation centers and IDFPR-licensed dispensaries follow their own renewal sections, so map each license to its rule rather than assuming one cycle for all.
Missouri renewals
Missouri facility licensees file renewal requests no fewer than 30 and no more than 90 days before the license expires, with a nonrefundable renewal fee. The Department deems a request received only when it has both the application and the fee. Changes to license records go through a separate change request, not the renewal application. A license is in good standing if it is not suspended or revoked when the request is made, and, except for good cause, renewal is granted to a facility in good standing (19 CSR 100-1.060(7), as described on the Division’s facility renewal page). Our Missouri licensing briefing covers the change approvals that renewal often exposes.
Agent credentials and local licenses run on their own clocks
The facility license is not the only renewal. Agent credentials expire on their own schedule, and an agent with an expired credential cannot work in a regulated role. Illinois badge fees continue under the 2026 amendments, as the Department’s bulletin explains. Missouri’s emergency change to its agent-card rule, in force since September 30, 2026, governs criminal-history review for renewal applicants as well as new ones, so renewal applications for agents may be reviewed under the amended standard. Track each agent’s expiration, start renewals early, and remove anyone whose credential lapses from regulated duties until it is renewed. Local cannabis licenses, business licenses, and health permits also carry their own dates and fees, and a lapsed local approval can stop operations as surely as a lapsed state license.
Treat the filing as a set of representations
Each answer, attachment, and certification is a statement of fact to the regulator. Assign owners to ownership, finance, facility, security, operations, environmental, workforce, and compliance sections. Before the authorized person certifies, hold a short review with legal and compliance, finance, operations, facilities and security, and human resources. Present the material representations and exceptions, confirm whether any open matter makes an answer inaccurate, and decide whether a separate change request or disclosure is needed. Record the decisions.
Build the evidence room early
Set up the renewal folder months before the window opens. Separate corporate and ownership documents, premises approvals, security records, environmental information, diversity reporting, tax and good-standing proof, insurance, agent rosters, inspections and corrective actions, regulator correspondence, and prior applications. Index each document with its owner, source, effective date, and whether it is final. Identify documents that will expire during the renewal window and schedule their refresh.
Plan for delay near expiration
Include a contingency plan for a delayed review, portal problem, payment failure, deficiency notice, or regulator question close to expiration. Decide in advance who determines whether operations may continue under the applicable rule, and what inventory, staffing, customer, vendor, and security steps would be needed if operations must pause. In Illinois, the rule is clear that a lapsed supply-side license means operations stop.
After the renewed license arrives
Check the renewed license the day it arrives. The entity name, licensed address, license type, conditions, and new expiration date should match what was filed and what the regulator approved during the term. Update the master register, the facility’s posted license, and any lender, landlord, insurer, or banking file that asks for current licenses. Then hold a short review of what made this cycle hard, and move those tasks into the next term’s calendar so the evidence is collected as it is created rather than at the deadline.
Multi-license and multi-state operators
Keep one master calendar across every license, location, and state, and review it quarterly against regulator portals and current certificates. Confirm the named owners are still employed, test that reminders are delivered, and add permits created by business changes. Each state, and in Illinois each license category, has its own cycle and conditions. Do not assume one process applies to another. Our briefing on change control explains how to keep the approved record current between renewals.
Plan the renewal before the filing window opens
Lincoln Square Law helps licensed cannabis operators build the renewal calendar, reconcile ownership and premises records against the regulator’s file, and review the filing before certification. We quote the fee in writing before we start.
